TAMPA, Fla., USA: Atkins, a member of the SNC-Lavalin Group, has hired four industry experts to join the company’s Federal Business Unit.

Atkins provides comprehensive engineering, architectural and consulting services for numerous clients in the federal marketplace, including every branch of the armed forces and multiple agencies. We have been working on projects for the Department of Defense, Department of Homeland Security, and other federal agencies since 1963, providing outstanding professional services to multiple FEMA regions, 31 USACE Districts and 110 installations (Army, Air Force, Navy and National Guard).
Retired Major General Mike Wehr, former Deputy Chief of Engineers and Deputy Commanding General (CG) of the US Army Corps of Engineers (USACE), joins the company as Vice President, Sector Manager for Defense. In addition to his 35 years of military service, Wehr held leadership roles within USACE as CG of the South Pacific Division, CG of the Mississippi Valley Division and president of the Mississippi River Commission and CG of the Transatlantic Division (Forward-Afghanistan). He directly supported overseeing 36,000 civilian employees, 800 military personnel, and managing a $68 billion project portfolio. In his new role, Wehr leads a multi-disciplinary team responsible for delivering engineering solutions for U.S. government agencies. He is based in Reno, Nevada, and directs client relations, quality control, safety and financial performance for the sector.
Jake Watson, S.E., joins the company’s Federal Business Unit as Vice President, Senior Division Manager for Engineering, Design and Infrastructure. Jake brings more than 25 years of global experience, delivering projects for multiple government agencies including the US Air Force, USACE, Navy Facilities Command and the General Services Administration. He has received awards and recognition for his leadership roles on several projects from Engineering News-Record, the Air Force Material Command, American Society of Civil Engineers (ASCE), American Council of Engineering Companies and Associated General Contractors of America. In his new role, Watson leads day-to-day operations of the portfolio delivering full-design solutions to the Department of Defense programs worldwide from Hawaii to the Middle East. Watson is based in Salt Lake City, Utah.
Matt Anderson, P.E., joins Atkins as Project Director for the company’s asset management team within the Planning, Response & Resilience Division. Anderson has more than 20 years of experience as an Air Force civil engineer. Through his experience at the squadron, group, major command, field operating agency and headquarters air staff levels, Anderson applies strategic planning, asset management, budget utilization and engineering expertise to achieve operational goals and meet customer requirements. In his new role, Anderson provides oversight of assessment, analysis and strategic programming projects for our USACE, Air Force Civil Engineer Center and National Guard clients. He is based in Alexandria, Virginia.
Paul Baginski, P.E., joins Atkins as Director of Business Development and Strategy for the Federal Business Unit in Alexandria, Virginia, and directs the company’s strategic global and technology expansion. Baginski brings more than 30 years of leadership, business development and operational experience. He served as Senior Vice President and operations manager of several AEC Fortune 500 corporations and brings civil and environmental consulting expertise along with large-scale operations insight, previously managing programs of more than $250 million and multiple federal contracts over $1 billion.
