Decarbonising local transport
In the UK, the transport sector is the largest source of greenhouse gas emissions, with over three-quarters generated by cars, vans, and lorries. The Department for Transport's (DfT) Transport Decarbonisation Plan, published in 2021, aims to reduce emissions to meet the Government’s targets for Net Zero by 2050 and intermediate carbon budgets.
One commitment from the plan was to make quantifiable carbon reductions a fundamental part of local transport planning funding. Local Transport Plans (LTPs) already provide the opportunity to develop holistic, place-based strategies to meet the diverse transport needs of different areas.
However, there is limited evidence on the impacts of different transport policies on reducing carbon emissions.
Development of a Playbook
A project was conceived to develop an easy-to-use ‘Playbook’ for local transport authorities to understand the potential impacts of a wide range of transport policies and measures in their areas.
AtkinsRéalis, working in partnership with SYSTRA, was commissioned by Midlands Connect to develop this tool, which included an international literature review of the observed impacts of different transport policies in different places.
An invaluable resource for local authorities
The resulting Playbook is a resource that simplifies the processes of assessing the emissions reduction impacts of various transport policies across England.
It provides a single, accessible source of information, covering the whole of England from urban to rural areas. The Playbook enables users to test scenarios and compare carbon emissions impacts, facilitating informed discussions about the roles of active travel, public transport, and other measures in achieving objectives.
Despite the delay in the publication of the LTP Guidance and Quantified Carbon Reduction (QCR) Guidance, the Playbook will be an invaluable resource for local authorities in developing their Local Transport Plans.
The original tool was launched following its completion in May 2023, with further work by other consultants undertaken to develop web-based interfaces. These collective efforts will transform the ability of local authorities to develop evidence-based strategies to meet the needs of their areas.
