The Ministry of Justice has a number of specialist considerations when it comes to the infrastructure they operate in. From the courts to prisons to their offices there are a number of unique demands that frame the expertise needed to both maintain and improve facilities.
AtkinsRéalis has been appointed to the MoJ framework as a professional services provider (PSP) for the south region. We act as client representative for all projects and ensure effective application of BIM Level 2, government soft landings and sustainability assessments (including BREEAM).
We are providing a full range of multidisciplinary services across the entire custodial estate including prisons, courts and government offices. Standard project values are up to £10m and utilize a two-stage design and build procurement method. Projects are delivered from RIBA Stages 0 – 7 and include the development of business cases to HM Treasury methodology.
The framework appointment involves delivering a complex maintenance programme across prisons and courts. This can include anything from refurbishment works to mechanical and electrical upgrades as well as fire safety improvements. In addition, we have supported on the high profile 10,000 prison places expansion programme using Modern Methods of Construction (MMC) and NEC contract terms.
Collaboration is key to the PSP framework. At the peak of delivery we have managed more than 70 live projects across asset types including Cat B, C and D facilities.
Our team manages and works alongside a number of parties – from Prison establishments, HMPPS, Courts, Facilities Management, construction delivery partners to the Home Office Immigration and Border Force. What unites us is the drive to deliver both quality outcomes and value, objectives rewarded by consistently high KPI and client feedback scores.
All our projects provide innovative approaches to sustainability, BIM Level 2, government soft landings, MMC, inclusive designs, delivery at speed and social value initiatives.
We are currently providing a social value proposition on a significant prison maintenance programme to enable a social return on investment and reduction in environmental impact on the overall project.
We led the Category D accommodation unit design for a £100m project, collaborating with multiple stakeholders and in line with the government’s construction playbook. Early engagement ensured user needs and desired outcomes were aligned to strategic policies such as MMC, BREEAM standards, NZC and application of BIM. Early engagement with all potential contractors allowed us to fully interrogate supply chain capacity, feasibility, deliverability and opportunities in the market right from the start.
We are now delivering MMC advice to the MoJ, providing exposure to good practice, and increasing the clients’ knowledge and impact of potential MMC systems.
The challenges arrive on a daily basis as the pressures on the system become more and more complex. Keeping a level head and staying focused on long-term development and improvement means outcomes are increasingly creating a better way forward for all.
