AtkinsRéalis provides a variety of professional services for Wiltshire Council, successfully delivering on education, residential, extra care, leisure, transport, parks and street scene projects.

Having secured a place on the council’s four-year consultants’ framework in 2013, we were able to demonstrate a consistently high level of service on all commissions won. This led to a number of direct award contracts post 2017, when the framework had ended. Our repeat commissions are based on a trusted client relationship, and our record of demonstrable cost, time and quality achievements.

We have supported the council with 38 projects to date, examples of which are described below.

Education

We have delivered over 20 education projects for Wiltshire Council. This includes supporting the council with their first modular builds, delivering expansion projects at St Leonards Primary School and Kiwi Primary School, in Bulford, in response to the need for additional school places as a result of the Army Basing Program. We provided our client with cost and program comparison, enabling informed decision-making between modular and traditional builds. Traditional methods were selected for St Michael’s C of E Primary School, Larkhill, and Wellington Eagles Primary School, Ludgershall, also part of the Army Basing Program.

Our high-volume schools experience led to a request for an annual education cost benchmarking report, using our inhouse data, which allows Wiltshire Council to benchmark primary and secondary school costs in their portfolio, comparing with neighboring councils and with the national picture. The information feeds into school place multiplier data, to help set capital budgets for the council’s new build and refurbishment school plans.

Residential

Notable residential projects include Needham House, Wiltshire Council’s first extra care scheme, which aims to cater for a 64.8% increase in Devizes’ elderly population by 2026. Our team provided benchmarking information from our Leeds office’s technical center of excellence for extra care, to inform the funding strategy, subsequently delivering a 47-bed facility on time and within budget.

Pre- and post-contract cost management services were provided for the two-phase construction of a 50-unit affordable homes scheme in Trowbridge. At project outset, our team undertook a cost modelling exercise to underpin decision-making around spatial metrics and mix of unit types, maximizing efficiency of the asset model.

Leisure centers

Wiltshire Council is responsible for numerous leisure centers throughout the county, many of which were constructed in the 1960s and 70s and were reaching end of life. The aim was to make them fit for purpose, to meet community needs and reinvigorate the local area. We participated in community engagement exercises, to ascertain local resident opinions, which informed our budgetary advice for the subsequent refurbishments and extensions. The resulting buildings are important for thriving communities, helping the council look after its residents.

Offices

As part of Wiltshire Council’s transformation project to streamline their services and premises across the county, we were appointed on the refurbishment of the Monkton Park offices hub (formerly North Wiltshire District Council offices). We used our portfolio rationalization and workplace transformation expertise to support the council in optimizing levels of accommodation and creating a modern flexible workplace. The works were carried out in a live environment, refurbishing one floor at a time.

Town center multi-story car park

Located centrally in Chippenham and constructed on the site of an existing car park adjacent to Chippenham Station, the new five-story car park provides 237 car parking spaces, three coach spaces and six motorcycle spaces. The car park provides additional parking for the railway station, Olympiad and the town center and will support the regeneration of the station and surrounding area, boosting the local economy. Our team provided commercial services support to the council throughout the life of the project, including an options appraisal and life cycle comparison of a steel versus concrete structure.
