We are working with City of Bradford Metropolitan District Council (CBMDC) on a wide range of projects that will create better outcomes for the district’s vibrant and diverse communities.
We share the council’s vision for social, economic and cultural transformation and, as well as being a trusted advisor on capital projects, we are delighted to be a partner for Bradford 2025 after they were successful in the UK’s City of Culture 2025 bid. This prestigious title is a major boost for the area, driving investment, creating jobs, and levelling up access to cultural and social opportunities for people from all backgrounds.
This ethos underpins all our work with CBMDC. Our team is helping the council develop strategies that maximize project success from the outset—beginning at the very earliest left of zero stage, before RIBA stage 0. This enables the council to define development policies which align with their overall strategic objectives for the district. We are helping optimize conditions to generate streamlined and cost-effective projects that maximize sustainability benefits, social value and other local priorities.
Positive outcomes are obtained from this early engagement. Projects are not developed in isolation from the council’s wider objectives. Our approach has encouraged proactive multi-departmental thinking, bringing together council stakeholders with different needs and perspectives, resulting in lateral thinking and cooperative planning. Informed decisions can then be made on which projects to pursue and how to fund them.
Currently we’re collaborating on initiatives that will see regeneration of local areas, and which are eligible for central government funding. We have taken the lead on CBMDC’s Levelling Up (LUF) and Towns Fund applications, successfully securing more than £78.6m to date. We are now developing detailed project briefs to enable the funding to be drawn down, and we are compiling bids for round two LUF awards.
CBMDC is benefiting from our extensive experience of funding applications and business case writing. We identify suitable opportunities for funding; we understand what makes a good application and what will improve competitive advantage.
Current project examples include Squire Lane Leisure, Wellbeing and Enterprise Centre, where we secured £20m Levelling Up funding for this exciting community regeneration scheme. We’re also supporting local redevelopment via our work on the South East Bradford Access Route (SEBAR) scheme. Our outline business case explored new transport solutions, beginning with a discovery phase approach to define the project scope and de-risk the procurement process. This is helping unlock a proposal which has experienced delays for many years.
Our procurement advice is helping CBMDC create conditions for realistic and healthy projects, establishing robust delivery pathways. The use of Pagabo, incorporating our carefully screened and consistent supply chain, offers the council many benefits around time, cost and quality. The framework enables swift direct award and can be used alongside SMEs and local organizations, to align with social value targets.
In these times of constrained local government funding, councils must make every penny count. Estates departments need to be lean and agile, with no superfluous resource. We supplement CBMDC’s skillsets, providing flexible support that can be mobilized quickly to meet fluctuating demand.
Bradford is certainly a district which is transforming itself—and we’re so glad to be playing a part.
