Paddington Village Hotel, Liverpool

Liverpool City Council (LCC) has embarked on a nationally significant regeneration scheme called Paddington Village. This 30-acre site sits just to the east of the city center's Knowledge Quarter and aims to become an international destination for the life-science, healthcare and technology industries.

Designated an urban village, the site is being developed in three phases, with Paddington Central first. This includes a new car park, a hotel, plus office space. LCC is working closely with a range of organizations and potential tenants to create job opportunities on the site.

AtkinsRéalis was appointed by LCC through the Pagabo Professional Services Framework in 2018 to manage the Paddington Village Hotel project on their behalf from design inception to contract award. The Paddington Village Hotel is being delivered under the Accor Hotels brand, as a Novotel hotel, with Legacy Hotels & Resorts operating the hotel once complete. Our appointment was largely due to our success in delivering more than 10,000 hotel rooms during the past seven years.

We were subsequently appointed to NEC project manager, overseeing the delivery phase with Morgan Sindall delivering the design and build of the hotel. Construction enabling works commenced in January 2020, and the main works construction commenced in July 2021, during the Covid-19 pandemic.

The hotel is located on the prominent corner of the Paddington Village site. The scheme comprises a 16-storey development with a gross internal area (GIA) of over 12,000 m2. The hotel bedroom accommodation comprises 221 rooms across 13 of the storeys. The public amenity space is split over three levels and includes a generous reception foyer, external terrace, bar, restaurant, coffee shop, fitness suite and meeting rooms. The bold hotel design boasts a dynamic cantilever with Corten weathering steel cladding.

AtkinsRéalis supported LCC with stakeholder management whilst adopting the latest Novotel brand standards for the UK. The brand standards were developed simultaneously with the design programme so robust management was required to achieve the stipulated brand approvals to fix the design. At the end of the RIBA 3 design phase, the project had a significant budgetary challenge. We were instrumental in the value engineering process at this stage, developing a route to affordability document in collaboration with the project quantity surveyor and Morgan Sindall. This enabled the client to implement in excess of £500k of value engineered solutions.

We also collaborated with the Paddington Village team and developed strong relationships with the client’s wider delivery team. Consultation with Morgan Sindall and Accor enabled us to lead the procurement and development of the off-site prototype sample room. This encouraged early stakeholder engagement and approval of samples approximately five months before the on-site sample room was built.
