For more than 30 years, the Federal Emergency Management Agency’s (FEMA) Building Science Disaster Support (BSDS) Program has been drawing on the combined resources of federal, state, local, and private sector subject matter experts (SMEs) to study the impacts of natural hazards on building performance. This Mitigation Assessment Team (MAT) uses observations made in the field to develop conclusions and actionable recommendations, which it uses in combination with its working relationship with state, local, tribal, and territorial government officials to educate target audiences, both internal and external to FEMA, about their risk and make recommendations to mitigate future damage.
 
AtkinsRéalis staff was part of a Preliminary MAT deployed to Maui County, Hawaii following the August wildfires to collect perishable data regarding damage from fire and wind and scope future MAT efforts in support of this disaster.  Several factors have been attributed to the devastation caused by the Maui Fires: extreme winds, long term drought, unseasonably high temperatures, and limitations in existing wildfire safety and planning regulations. Because of the unique nature of the incident, a fast-moving grass fire became a highly destructive urban conflagration that directly and indirectly impacted several communities on Maui Island The MAT was deployed to Lahaina and Kula to evaluate damaged houses and commercial structures. MAT members evaluated components and systems of primarily residential structures to determine the effectiveness of various building materials, design, and construction practices for wildfire resiliency. This evaluation also included other factors such as defensible space, home ignition zone practices and use of open and communal spaces.  These preliminary observations are being used to scope future MAT efforts to support the development of recommendations for a strong recovery and more resilient community.
