Delivering trusted contract management and procurement expertise for a major offshore wind development
AtkinsRéalis is supporting Baltic Power, the joint venture between Orlen and Northland Power, the first ever offshore wind project in Poland to reach construction phase. Appointed to deliver procurement and contract management services across critical foundation and wind turbine generator (WTG) packages, AtkinsRéalis is working as an integrated delivery partner to help manage complexity, control cost and strengthen commercial governance at a key stage of the project.
Once operational, the Baltic Power offshore wind farm will generate up to 1.2 GW of sustainable electricity, supplying power to approximately 1.5 million households supporting Poland’s transition to a low carbon energy system.
The scope
Baltic Power is a large‑scale offshore wind project involving multiple high‑value packages, international contractors and complex interfaces between foundations, turbines, transport and installation.
As the project progressed into a critical phase of procurement and delivery, there was a need to strengthen and scale commercial and contract management capability to match the pace, complexity and ambition of the programme. This included supporting the procurement of major packages within demanding timelines, as well as managing a growing volume of change associated with ongoing design development, particularly across the foundation scope.
Operating under multiple FIDIC Yellow Book contracts, the project also required consistent, high-quality commercial governance, clear cost visibility and robust management of contractor interfaces to support effective decision-making and maintain stakeholder confidence. This was particularly important given the project’s project finance structure, involving funding from over 25 local and international financial institutions, as well as its high ESG standards, recognised with an A rating for one of the largest investments of its kind in Poland.
AtkinsRéalis was engaged to embed within the project team and provide experienced, delivery‑focused support – bringing structure, capability and commercial rigour to procurement and contract management activities across the programme.
Our role
AtkinsRéalis was appointed to provide end‑to‑end procurement and contract management across the project. An initial team of six commercial professionals was mobilised, later scaling to around thirteen staff as the project progressed and requirements grew.
Our scope included:
- Contract management of Monopiles, Transition Pieces and associated Transport and Installation packages, including management of variations and changes to original scope.
- Contract management of WTG packages, covering towers, nacelles, blades and related logistics and installation activities.
- End‑to‑end procurement of sub‑packages across both existing and emerging scope.
- Review of eight EPCI packages for compliance with Baltic Power’s procurement and contract management processes, as well as industry best practice and project finance requirements.
- Governance reviews and practical recommendations, including early “quick wins”.

Our approach
Embedded delivery partnership
AtkinsRéalis operated as an integrated part of the Baltic Power project team, working day‑to‑day alongside client stakeholders and the wider supply chain. Senior leadership oversight ensured consistency, quality and the ability to scale resources quickly as project demands evolved.
This embedded model enabled AtkinsRéalis to act as a delivery partner rather than an advisor, taking ownership of commercial challenges and supporting the client through execution.
Transferable major‑project expertise
While offshore wind experience was important, the project particularly benefited from AtkinsRéalis’ transferable expertise from major infrastructure programmes of comparable scale and complexity. Strong commercial capability, professional rigour and experience managing complex interfaces enabled the team to adapt quickly and work effectively with engineering disciplines.
Commercial rigour and governance
AtkinsRéalis introduced robust commercial challenge across the project, particularly in managing contractor claims and variations arising from design immaturity. By assessing entitlement, rationalising claims and challenging cost escalation, the team helped protect the client’s commercial position.
In parallel, procurement processes, cost reporting and governance were strengthened, improving transparency, consistency and confidence for both the project team and external stakeholders, including lenders.
