We are providing Risk Management Assurance for the National Highways Third Road Investment Strategy (RIS3), setting a new bar for risk management performance since commencement of our appointment in 2021.
National Highways is delivering a major investment program on England’s Strategic Road Network (SRN)—some 4,500 miles of motorways and A-roads. The government sets out its strategic vision for the SRN, together with objectives for National Highways, and the funding it will make available for delivery in periodic road investment strategies.
Highways infrastructure affects everyone’s lives
Developing the best projects for investment and efficient delivery is critical to enable the ministerial decision-making process. Highway infrastructure is funded by taxpayers’ money, and it affects our everyday lives, homes and jobs, our economy, our food and other goods and services, and of course the natural, built and historic environment.
Assessment and development of 32 highways projects
Our team is collaboratively working with National Highways and its supplier partners to develop the strongest possible business case for the Third Road Investment Strategy (RIS3), which will cover the period 2025 to 2030. The RIS3 Pipeline has led the robust development and assessment of 32 highways projects, to establish the optimal mix of deliverable and affordable schemes with strong stakeholder support that deliver tangible benefits. The projects are being developed to sufficient maturity to allow for robust scrutiny by the Department for Transport and the Office of Rail & Road. Those projects ultimately selected will then form a delivery pipeline as part of RIS3 or future Road Investment Strategies.
Leading on best practice risk management
Our key focuses are to ensure the risk associated with each scheme is fully understood, to support effective and timely decision making. This is done while ensuring we protect National Highways’ commercial interests, managing risk and uncertainty effectively and proactively. It’s a collaborative role, working as part of the multidisciplinary integrated program team. We lead on the implementation of best practice risk management and ensure its effective application on each of the 32 projects.
Successes include development of the Project Risk Health Checker, a key risk management tool which has led to the measurement and analysis of more meaningful performance metrics, a reduction in re-work, and increased internal and external stakeholder confidence in the efficacy of risk management approach.
Another key achievement is our rolling program of risk management training for National Highways and supplier personnel, to ensure risk excellence permeates the program.
A new bar for risk management performance
Our team has set a new bar for risk management performance within National Highways on RIS3, leading to the transfer of best practice and lessons learned beyond RIS3, driving increased risk management maturity throughout the client organization.
Building on this success, we have now been appointed as Risk Management Assurance consultant on Roads Investment Projects Midlands, where we will deploy the successful principles of the RIS3 pipeline to enhance the delivery of risk management on the new commission. In addition, we have recently been appointed to deliver the National Highways Quantitative Cost & Schedule Risk Analysis Commission.
