Delivered under an NEC4 Term Service Contract, the long-term agreement provides the continuity and flexibility needed to support Buckinghamshire Council’s ambitions for a safer, better maintained and more resilient highway network. Following contract mobilisation, including management of TUPE, AtkinsRéalis successfully scaled its team to meet growing client demand, expanding delivery from an estimated £3 million per year service to approximately £10 million annually.
The contract combines long-term commitment, integrated delivery and shared accountability to help Buckinghamshire Council improve network performance, strengthen asset resilience and deliver better outcomes for communities.

Supporting record levels of delivery
During 2024/25, the Alliance delivered an additional £7 million of surfacing works as part of a wider £49 million capital programme. Across the first two years of the contract, almost £90 million of capital schemes were delivered across the county.
AtkinsRéalis helped streamline planning and delivery processes, enabling carriageway resurfacing, footway improvements, drainage works and intelligent transport system upgrades. The team also improved customer responsiveness, managing more than 5,500 enquiries through a shared service mailbox during the first year of the contract.
These achievements demonstrate the benefits of an integrated approach that can scale with client demand, respond to changing priorities and maintain momentum across a complex programme of works.

The team developed an Alliance-wide Master Programme and led a data-driven review of the capital delivery process, improving visibility, coordination and programme performance, while creating a stronger foundation for informed decision-making across the Alliance.
