The Los Angeles County Metropolitan Transportation Authority (LACMTA) is on a mission to ease congestion and expand access to rail, bus and active transit across Los Angeles as the city prepares to host the 2028 Summer Olympic Games.
In November 2016, Los Angeles County residents overwhelmingly approved Measure M, which will raise $120 billion over 40 years to decrease traffic congestion by expanding rail, rapid bus and transit systems across the county. In 2017, the City of Los Angeles announced the “Twenty-Eight by 28” initiative, which called for LACMTA to build 28 road, transit and bicycle projects in anticipation of the 2028 Games.
Since 2018, we have been providing systems engineering support services, including:
- Conceptual-to-final-engineering designs
- Design services during construction (DSDC)
- Feasibility studies
- Project estimates and constructability reviews
- Updates to Metro Rail Design Criteria and specifications
Our support has spanned every active major transit infrastructure project for the 2028 Games, including, but not limited to:
Crenshaw/LAX Light Rail Transit (LRT): We supported systems construction management for the 8.5-mile, $2.1 billion Crenshaw/LAX or “K” line. This includes providing the systems resident engineer, technical leads and inspectors along with subsystem experts. In addition, we chaired daily and weekly coordination meetings with various LACMTA departments, the contractor, the California Public Utilities Commission (CPUC) and other third parties. Our team also managed the interface between the lead contractor and the supplier of the onboard software for the light rail vehicles’ train control system and coordinated fire, life safety and security activities.
D Line Subway Extension: We are providing DSDC for this 9-mile, $9.5 billion project, which will add seven new stations and a reliable, high-speed connection between west Los Angeles and downtown. Serving as LACMTA’s owner’s representative rail systems team across all three phases of the project, our scope of work includes providing construction and operations support, coordinating reviews of design criteria deviations impacting facilities and system interfaces with internal and external stakeholders, and overseeing factory, field and integration testing. We also are supporting comment resolution meetings and meetings with LACMTA personnel and other third-party stakeholders. This includes chairing the All Teams Systems Coordination meeting between the contractor and subconsultants.
Division 20 Widening and Turnback Facility: Our team is providing on-site support for traction power substations, train controls and electrical systems to ensure the Division 20 rail yard is upgraded as specified and designed. To ensure operations are not negatively impacted, we are coordinating work on two separate contracts with the contractor and LACMTA stakeholders. In addition, we are managing the project’s design, supporting technical reviews as part of the change management process, reviewing shop and installation drawings, overseeing testing, performing inspections and creating reports.
Southeast Gateway Line and East San Fernando Valley LRT: We are providing preliminary engineering design for traction power electrification systems of these LRT lines that will connect southeast Los Angeles County to downtown Los Angeles and improve connections and access to crucial destinations in the San Fernando Valley. This includes developing 30% design drawings and performance specifications for the traction power system connected to the mainline, maintenance facility and rail yard. Our team also developed and coordinated traction power substation site plans with facilities, civil designers, right-of-way owners, CPUC and the Los Angeles Department of Water and Power.
Through our efforts, we are helping LACMTA enhance mobility options for those attending the 2028 Games, make public transportation more accessible and affordable for seniors, students and the disabled, and create a legacy of improved transportation for Los Angeles’ future.
