Greater Cambridge Partnership (GCP) is Cambridge’s City Deal board, responsible for an ambitious programme of transport schemes to support continued growth in the Cambridge sub-region, one of the nation’s core economic clusters.
The programme includes a set of radial high-quality public transport and active mode corridors, building on the success of the existing Cambridgeshire Guided Busway.
The GCP wants to develop a comprehensive package of initiatives that will deliver additional sustainable transport capacity to meet the transport demands of economic and housing growth whilst reducing the congestion Greater Cambridge faces now and enabling it to grow in the future.
The aim is to deliver more reliable public transport across the region by improving journey times and enabling more journeys to be taken by public transport, walking and cycling across and between existing commercial properties and developments, and those planned for the future.

Responding to a time-critical delivery schedule
GCP commissioned AtkinsRéalis to look at opportunities for improving public transport, walking, cycling and active transport between Waterbeach and Cambridge. The prompt completion of the work was essential to our client to support their approval process and delivery schedule.
AtkinsRéalis has been working on the Waterbeach to Cambridge corridor since Autumn 2019 and has successfully completed an optioneering phase which fed into the Strategic Outline Business Case (SOBC).
Delays in commissioning the work resulted in reductions to the time available to deliver the initial Option Assessment Report (OAR) from three months to two. We responded by identifying and deploying additional staff from our local team. We re-planned task timings, minimised programme down time and ensured the team understood the inter-dependencies. Our expertise enabled our team to apply the learning and workflow improvements from earlier work for GCP, helping to deliver the fully quality-assured report on the due date as planned.
The original programme had scheduled technical work to finish in September 2020, enabling reporting to GCP Board in October. However, following some changes to the GCP plan, we needed to report to the June Board. We identified the work elements that needed to feed into the Board’s decision and gave these elements priority over others that could continue beyond June to meet the new June deadline.
We re-shaped our approach to meet the deadline by using spreadsheet modelling. When external changes made more time available, our team switched to using the existing strategic transport model to provide a more robust assessment.
Since July 2021, AtkinsRéalis has been developing the Outline Business Case (OBC) for the scheme, including further scheme assessment, environmental assessment, design work and public and stakeholder engagement.

Options appraisal:
We produced an Appraisal Methodology Report (AMR) in the form of a slide deck for both the SOBC and OBC phases, which was easy to walk through with the client team, amended live on screen, and updated as the project progressed, resulting in reduced costs and efficient delivery within the timescales.
Our local expertise enabled us to analyse many permutations of potential options to identify new route options previously not considered. We produced sketch drawings for critical locations to illustrate thinking and identify constraints and options.
The team also used a bespoke Multi-Criteria Appraisal Framework (MCAF) to inform the selection of the best combinations to take to more detailed analysis, resulting in a TAG-compliant OAR.

SOBC:
We supported the production of the SOBC by undertaking technical development and providing an assessment of shortlisted options. Work covered reference alignments, costs, journey time estimates, strategic modelling and an analysis of potential derived benefits using TUBA and Active Mode Appraisal Toolkit (AMAT).
This resulted in a well-developed, proportionate economic case through utilising the existing Cambridge Sub-Regional Model (CSRM) and AMAT and a detailed option assessment against GCP objectives and policies.
The use of proportionate modelling enabled the team to focus on the core task of choosing between corridor options and incorporate revisions following public and stakeholder feedback.
Utilising a staged drafting approach to the production of the SOBC resulted in a simplified process for securing final sign-off.
We have delivered added value to GCP from our CSRM2 expertise and custodianship by providing a one-stop shop that has resulted in a TAG-compliant SOBC.

Early OBC work:
We are currently supporting a package of six workstreams to tie off any loose ends from the SOBC in readiness to produce the OBC. These are being delivered as brief position statements for use in the OBC documentation and engagement material. Our team is also running several client and stakeholder workshops through the early work to help them engage in the process.

Transitioning through the funding process successfully
Our engagement on this critical work package for GCP has helped move the process to the next stage. The SOBC clearly sets out preferred routes supported by a robust evidence base.
Through a close collaborative engagement with the GCP team and deploying a consistent set of resources across the project team dedicated to the task, we have ensured a smooth transition from SOBC to OBC.
Using a local, experienced, and multi-skilled project team has also enabled us to respond quickly to client needs and facilitated the rapid turnaround of consultation maps and revisions.
We have also utilised a ‘Can do safely’ approach during the Covid-19 pandemic by rapidly undertaking project-level contingency planning in response to coronavirus and confirming measures with GCP, identifying backup resources (both locally and from other offices) and making the most of online meeting and collaboration tools.
