Southsea Coastal Scheme

The Southsea Coastal Scheme is the UK’s largest local authority-led coastal defenses project costing around £175m and backed by the Environment Agency and the UK Government. It will stretch for 4.5km from Old Portsmouth to Eastney, helping to reduce the risk of flooding to more than 10,000 homes and 700 businesses.

The extensive program of works also incorporates new amenities, landscape and public realm features to improve the seafront for future generations, as well as protecting the community and preserving the area’s unique heritage.

AtkinsRéalis was appointed by Coastal Partners (who are acting on behalf of Portsmouth City Council) in 2020, to provide post-contract cost and commercial management. The construction works replace and upgrade the existing coastal defenses, and the design is made up of a mixture of masonry-clad seawalls, stepped revetments (sloping structures), raised promenades, embankments, rock structures and beach replenishment.

The program is phased across six sub-frontages. SF1, works to Long Curtain Moat, will complete construction in February 2023. SF4, works surrounding Southsea Castle, is in construction and will complete in 2024. The remaining four frontages are progressing through design.

AtkinsRéalis provided cost consultancy during design development, from concept through to construction, negotiating costs for each phase, and informing decisions that facilitated best value for money. Robust cost and commercial scrutiny of the stage 2 tender submissions led to agreement on fair and reasonable target price contracts. In addition, AtkinsRéalis assessed applications for payment ensuring that NEC contract procedures and conditions were applied, enabling accurate and fair assessments of the amount due.

The project brings multiple benefits beyond a standard flood defense scheme, protecting and enhancing the unique character of the Southsea seafront, which is greatly valued by both local people and visitors.
