Singapore’s Land Transport Master Plan 2040 (LTMP 2040) envisions a city where every resident can commute across the island in 45 minutes or less. This plan is rooted in urban resilience and a people-centered mobility system, aiming to build a robust, sustainable, and inclusive transport network.

AtkinsRéalis is proud to play a pivotal role in this transformation, delivering Advanced Engineering Services through two landmark metro infrastructure projects:

  • Jurong Region Line (JRL) – Contract J1003
  • Cross Island Line (CRL) – Contract C1007

Together, these projects will significantly enhance connectivity across Singapore – linking homes, university, industrial estate and commercial centers with future-ready transport network which will help reduce reliance on private vehicles and support the nation’s climate and urban development goals.

Cleaner fleets, greener streets, and smarter stations are transforming the way we move. By enabling clean energy transport, vibrant public spaces, covered walkways, wheelchair-friendly access, and fully integrated hubs – we’re designing a transport system that supports every commuter.

Jurong Region Line (JRL): contract J1003

Building the western spine

Stretching across 9km, includes 12 stations, including 3 interchange hubs – each station features 75m platforms designed for 4-car trains, and a mix of elevated and hybrid at-grade stations. The design incorporates natural ventilation, and a combination of island and side platform configurations for operational flexibility.

The JRL’s J1003 segment is a vital link to Singapore’s western corridor, linking Nanyang Technological University, Jurong West, and the Jurong Industrial Estate to the rest of the island. More than just infrastructure, this leg is a catalyst for over 50,000 new homes and major commercial development. It’s where engineering meets community impact.

Cross Island Line (CRL): contract C1007

Navigating complexity underground

The CRL’s C1007 eastern leg is a feat of underground engineering, spanning 13km and comprising 7 stations – 5 of which are complex interchange nodes. These nodes serve as convergence points, integrating train, bus, taxi, and active mobility options.

Designing these stations requires meticulous coordination considering multi-modal ecosystems, across land use, structural design, utilities, power, and waste systems. The planning had to be exceptionally thoughtful to enable the scheme’s success – balancing technical precision with urban sensitivity.

Engineering with purpose

AtkinsRéalis was entrusted to deliver architectural and engineering design – included BIM and project management, transport and pedestrian planning, and environmental and safety strategies. The approach emphasized urban integration, multi-model connectivity and sustainable design to meet Singapore’s high standard for safety and environmental protection – aligned Green Mark sustainability framework.

Solutions were developed to mitigate construction noise and airborne pollution for sensitive receivers in adjacent housing blocks, maintain free-flowing traffic under major roads during construction, maximize the use of precast elements to reduce structural transfers and improve construction efficiency, and modelled emergency station operation scenarios to safeguard surrounding neighborhoods.

Designing for accessibility and multi-modal integration was also critical. Elevated cycle path bridges and covered walkways were incorporated to expand station catchment areas – supporting Singapore’s Walk-to-Ride (W2R) initiative.

Smart design starts with smart tools. Digital innovation was central to our approach – harnessing cutting-edge digital technologies to shape stations that truly serve the people who use them.

  • BIM (Building Information Modelling) was used for clash detection – spotting potential risk and issues before construction begins.
  • Pedestrian modelling was employed to simulate crowd movement within stations – from train doors to station exits so we could design for comfort and safety.
  • Train stimulation models were used to assess operational performance to optimize flow and safety to ensure smooth operation.
  • GIS mapping data and catchment analyses were conducted to extend station reach and accessibility to surrounding neighborhood.

These tools allowed us to augment and optimize station designs beyond their physical boundaries – ensuring that every station is not just a node, but a gateway and community connector to hospitals, schools, and housing blocks between people and places - designed for liveability, accessibility, and resilience. Ensuring that every commuter has safe, convenient access to the network.

Community and environmental impact

Both projects are designed with people at the heart – bringing long-term benefits to communities across Singapore. From shorter travel times to better accessibility, transforming how people move through the city. Stations are thoughtfully integrated with surrounding developments within a 400–800m radius, and support active mobility and personal transport devices, making journeys smoother and more sustainable.

What makes this possible? A commitment to resilient, future-proof infrastructure – built to thrive in complex urban environments. A key driver of success was the Design Review Panel, a collaborative platform where stakeholders came together to shape designs that are not only technically sound, but also socially and environmentally responsible.

AtkinsRéalis brings over a century of global engineering expertise with a proven track record in delivering complex urban infrastructure – we’re engineering a better future for our planet and its people. We invite partners, stakeholders, and communities to join us in building transport systems that connect lives.
