Leeds’ buy-to-rent (BTR) market is currently under-supplied, so the Tower Works 245-unit scheme is a welcome addition to city living provision.

AtkinsRéalis was appointed by Ask Real Estate, who brought the scheme forward in conjunction with Richardson, Homes England and funder Legal & General. We provided project management and cost management services, drawing on our extensive UK-wide BTR experience

The scheme sits within the historic Tower Works canal-side site in the heart of the Holbeck Urban Village renovation area, and is part of the emerging South Bank regeneration plans. A mixed-use sustainable development is sensitively regenerating the former industrial site, providing much-needed homes, commercial offices, retail and public realm spaces. The development is designed around the site’s three landmark Grade II Listed 1860s towers: Giotto, Verona and Little Chimney. 

Our team tackled a number of challenges, included planning-related complexities around the listed status of the towers, the need to maintain line of sight views, and boundary ownership issues. 
Key design reviews were crucial to delivery on the Tower Works, ensuring that the structural integrity of the three 40-meter towers was not undermined during extensive civil engineering and piling works. Critical analysis at each design stage also optimized design efficiency and program management. 

In addition, the project boundary is three meters from the Liverpool canal, posing a significant flood risk that had to be considered during the design phase. Our extensive stakeholder engagement included collaboration with design team colleagues and with the Canal & River Trust, to find a technically suitable and cost-effective flood risk mitigation solution.

The strategy adopted entailed a 1000mm upstand above finished floor level to the north/easterly elevations of the site. This was undertaken alongside additional flood flow routing works. 
The two residential buildings comprise one-, two- and three-bedroom apartments and duplexes, for market rent. A car-free development, the apartments are just 10 minutes’ walk from Leeds Central station.

Residents can be assured of digital futureproofing; Tower Works was the first residential development in Leeds to attain the globally-recognized WiredScore Platinum certification of digital infrastructure connectivity.

Completed in August 2023, the development employed a local supply chain and apprentices. The high-quality homes continue to support regeneration, by encouraging more people to live and work in the South Bank area of the city.

This historic waterside scheme had a number of difficult elements to overcome, which required careful control throughout the pre-contract and delivery phase. Using their innovative and collaborative management skills, AtkinsReális played a fundamental role in enabling us to deliver a sympathetic and well-designed piece of regeneration in the heart of Leeds city center, which we as the developer are immensely proud of.

This is a site of historical importance to Leeds, and a technically complex one too—it was ripe for regeneration for many years, so it was great to see the plans finally come to fruition. The new canal-side apartments are an excellent base for city living and they augment BTR provision in Leeds. The impressive towers are nearby, and they’ve been given a new lease of life, protecting their heritage for generations to come.
