Delivery of five feasibility studies enabling South Gloucestershire Council to create compliant, cost-effective SEND provision within existing mainstream school estates.
AtkinsRéalis was commissioned by South Gloucestershire Council to undertake a series of five feasibility studies to explore the integration of Special Educational Needs and Disabilities (SEND) resource bases within existing mainstream primary and secondary schools.
The programme responded to a recognised shortage of SEND pupil places across the local authority and forms part of a wider initiative to support inclusive education delivery in line with Department for Education (DfE) guidance.

The challenge
South Gloucestershire Council sought to increase local SEND provision by embedding specialist resource bases within existing school estates, rather than relying solely on standalone specialist settings.
This presented a number of challenges:
- Identifying suitable locations within constrained, live school environments
- Ensuring compliance with DfE Building Bulletins BB103 and BB104 for both mainstream and SEND provision
- Balancing integration with the wider school community while ensuring appropriate environments for SEND pupils
- Managing safeguarding and construction access within operational school sites
- Delivering value for money across a range of site-specific conditions and constraints
Each school offered differing levels of available internal space, site constraints and operational considerations, requiring a tailored yet consistent approach.

Our role
AtkinsRéalis undertook a structured RIBA Stage 1 feasibility process across all five sites, combining architecture, landscape and cost consultancy disciplines within a single integrated team.
Our approach included:
- Site appraisals and stakeholder engagement to identify available spaces and constraints
- Development of multiple design options for each school, typically including:
- Internal refurbishment solutions
- Extensions to existing buildings
- Standalone SEND units
- Application of BB104 guidance to define appropriate schedules of accommodation for SEND provision
- Assessment of impact on existing school provision using BB103 standards
- Evaluation of options against consistent criteria, including:
- Adjacencies and integration with the school
- Site constraints and planning considerations
- Construction access and safeguarding risks
- Value for money
- Preparation of order of cost estimates and identification of risks and required surveys
This allowed the Council to directly compare options across all sites and make informed investment decisions.

Design solution
Across the five schools, bespoke solutions were developed to accommodate SEND resource bases for approximately:
- 10 pupils in primary schools
- 20 pupils in the secondary school
The proposed SEND units typically included:
- Dedicated classrooms
- Group and therapy spaces
- Sensory and support areas
- Staff and administration spaces
- Associated external play and social areas in accordance with BB104
Three core typologies emerged across the studies:
- Repurposing existing accommodation (e.g. former SureStart or community spaces) – often the most cost-effective and least disruptive solution
- Extensions to existing buildings – enabling integration with improved spatial efficiency
- Standalone units – offering separation and quieter environments where required, but with increased cost and site impact
Design development carefully balanced integration with mainstream provision and the need to create appropriate environments for pupils with Social, Emotional & Mental Health (SEMH) and Communication & Interaction needs.
Key outcomes
- Delivered five aligned feasibility studies supporting strategic SEND provision planning across the authority
- Demonstrated that SEND units can be successfully integrated within mainstream schools while remaining compliant with DfE guidance
- Provided clear, costed options for each site, enabling informed decision-making
- Identified preferred options that optimise existing assets, minimise disruption, and improve value for money
- Established a pipeline of projects ready for further design development and delivery
