An Airport for the Future: Hong Kong International Airport

Hong Kong International Airport (HKIA) is one of the busiest international aviation hubs in the world, handling over 70 million passengers in 2019 across more than 120 airlinesproviding services between Hong Kong and around 220 destinations. It is ranked first globally in terms of air cargo throughput, at over 4.3 million tonnes in 2023.

The Three-Runway System (3RS) was commissioned on 28 November 2024, elevating the capacity of HKIA. The added capacity that the 3RS gives HKIA means a further strengthening of Hong Kong’s position as a major international aviation hub. It expands HKIA’s potential capacity to serve 120 million passengers and handle 10 million tonnes of cargo annually.

Our Involvement in Airfield Design

As the long-term partner of the Airport Authority Hong Kong (AAHK), AtkinsRéalis was brought into the Project to provide full design and construction support for several 3RS works. We were appointed by the AAHK for various design consultancy agreements, including ground improvement works, airfield design, ancillary building design, aviation fuel supply system, security strategy, and construction support and planning. Together with the AAHK, we managed construction works closely with all partners and stakeholders to ensure a successful, smooth completion, on time and to budget.

To address site constraints, we developed strategic marine access routes, access control, restricted construction hours, transportation, accommodation, and emergency escape plans with necessary security measures for project delivery at the live airport without obstructing aircraft traffic and the airport’s operation.

We are also proud to be the first design consultant in airfield infrastructure to perform a full aircraft classification rating – pavement classification rating (ACR-PCR) system review for the AAHK. In 2022, the ICAO published the adoption timeline for the new pavement classification rating (PCR) system. AtkinsRéalis led the airfield review study for the HKIA, including the 3RS and existing airfield, comprising three runways, over 100 taxiways and 250 aircraft parking stands. The study was completed on time and our recommendations were adopted in November 2024 before the official commissioning of the 3RS, contributing to a safe and efficient airfield performance by offering a more accurate evaluation of strength of airfield pavements - hence facilitating pavement usage optimisation.

In addition to these achievements, the construction of new North Runway and supporting taxiways, associated ancillary buildings and facilities, has become the first large-scale infrastructure project in Hong Kong to receive the top “Excellent” rating certified under the Civil Engineering Environmental Quality Assessment and Award Scheme (BREEAM Infrastructure, formerly CEEQUAL).

HKIA Apron Expansion - Adapting and Futureproofing

An additional extensive part of 3RS development is the construction of Terminal 2 Concourse and its associated apron, introducing 63 new aircraft parking stands, which are well equipped with ground support equipment to handle a range of aircraft. Throughout our design stage, there are developing trends of plane design, with smaller jets currently favouring those that are larger. We see this as an opportunity to reconfigure our apron design to better suit future needs.

It included many factors; a clear understanding of passenger numbers, location and quantity of aircraft parking stands. It also needed to increase the number of stands capable of handling smaller ‘Code C’ aircraft, which are typical narrow body jets such as Boeing B737 and Airbus A320. The flexibility required to make change in an agile way means creating multiple options to safeguard if any reversal in focus is needed, or even a mixed approach. Future changes are always based on the most recent information, in consultation with the AAHK. We plan each part of a project at a macro and micro level, openly and clearly communicating throughout, and changing direction where needed and agreed.

Working as an Effective Team

In order to take the 3RS forward, AtkinsRéalis undertook extremely detailed planning. Teamwork was at the heart of the approach, to navigate partnerships with the Hong Kong Government, Civil Aviation Department, local authorities, suppliers and the public. Each has their unique requirements and complexities, which demands a common approach by using one platform and way of working.

Of course, successfully making changes of this type, which comprises numerous variables that can change at any point, and with a range of stakeholders, are not simple to negotiate. Even though all involved are working towards a common goal and are aiming for success, different agendas, needs, budgets and timescales are inevitably at play. AtkinsRéalis always works towards two-way, positive communication, with honesty, openness and clarity.

The biggest challenge faced was the non-negotiable requirement to maintain the ongoing use of the existing two runways while the third was built. This was integral to the smooth continuation of travel in and out of Hong Kong, as well as being crucial to the continuous operation of the airport and its associated businesses.

This included logistics like mapping non-peak flight hours and working with the airport and associated bodies to optimise periods of time where night works could take place. Intense build periods took place in these gaps, utilising the maximum number of people to meet deadlines and make significant progress. Safety and security were always paramount.

In addition to these logistical efforts, BIM (Building Information Modelling) was utilised with a Common Data Environment (CDE) for effective information exchange and dynamic design coordination on a cloud-based space. It ensured any conflicts were dealt with, mitigates risk, and using simulation saves time and money, minimising wastage.

Our extensive experience in implementing BIM was recognised with Gold Award in the AEC Consultant Category from the Hong Kong Institute of Building Information Modelling (HKIBIM).

Looking Ahead to SKYTOPIA

The new North Runway was officially commissioned in November 2022, and the 3RS at the HKIA was commissioned in November 2024, marking a new milestone in Hong Kong aviation.

January 2025 saw the AAHK present the Airport City blueprint to the business community at a major event as the new brand of the development, ‘SKYTOPIA’, was unveiled. This is another clear move in the constant evolution of Hong Kong and its international status.

Integrating commercial activities, popular culture, art trading, entertainment and leisure, ‘SKYTOPIA’ will feature projects that reflect the unique advantages of Hong Kong and that will leverage the land and marine resources near the HKIA.

It will include a diverse range of services including a one-stop art hub, and ‘Jet Fresh Market’ which will sell fresh gourmet products delivered from around the globe. Airport Bay Marina will become Hong Kong’s largest yacht bay, and an indoor purpose-built performance venue will house 20,000 spectators. The Sportainment Complex will combine indoor and outdoor sports for exercise and adventure. There will also be a green and smart transport system featuring automated car parks and autonomous vehicles.

All this expansion has taken intense coordination, planning and financial consideration to ensure Hong Kong is futureproofed as a world-leading destination, and centre of culture and commerce.
