The rapid growth of the city where our client is located over the past 20 years has resulted in several land-use and transport problems in the surrounding urban area and its nearby beach resort.

The key issues included:

  • Insufficient on- and off-road parking for container trucks: around 2,000 trucks are parked at undesignated locations. Major roads are double-, triple- and quadruple-parked with trucks, leaving limited road-space for other traffic;
  • Land-use conflict: 50% of city’s area is designated for container terminal operations and for a Free Trade Zone. This leaves limited remaining land for freight distribution centres and truck parking facilities which are essential to support port operation;
  • Lack of a centralised logistics and distribution system to manage and minimise the number of inner-town truck movements; and
  • Insufficient car parking space and public transport for the nearby beach resort, a key leisure destination in the city and its inhabitants. 

AtkinsRéalis was appointed by the client to study the parking issues faced by the city, to identify Intelligent Transport System (ITS) measures and to assess the feasibility of introducing self-driving vehicle technology in order to reduce congestion and manage mobility. Solving traffic congestion is vital for maintaining and enhancing the city’s competitiveness with other major sea-ports in Asia Pacific including Shanghai, Singapore and Hong Kong.

In response to client’s requirement, AtkinsRéalis undertook an initial review including an investigation of existing parking issues, a review of international case studies on the use of parking management technology, and a high-level assessment of the applicability of intelligent mobility to solve traffic and parking problems in the area. This identified a list of initiatives in the immediate, short, medium and long-term. Key elements of our services included:

  • Analysis of existing and future truck parking demand and supply in the context of regional and local development;
  • Review of potential locations for new truck parking facilities (underground, above-ground, single/multi-stories) in terms of capacity, land-use, traffic impact ease of construction and cost;
  • Concept design of parking facilities including layout and internal traffic circulation;
  • Review of ITS measures applicable including parking guidance system, parking space reservation and access control;
  • Recommendations on traffic management measures such as police enforcement and road design; and
  • High level assessment of the applicability of intelligent mobility to address different congestion issues, including the case for truck platooning and underground freight system and various kinds of self-driving guided / unguided vehicle systems. The assessment focused on understanding, assessing and articulating the benefits of such driverless vehicle technologies in terms of carrying capacity, operational efficiency, cost and sustainability

Successful trials and implementation of autonomous vehicle technology could result in considerable mobility benefits for the area, contribution to building a Net Zero Transport system, as well as wider urban planning, economic and social impacts.

The study was a joint effort from our teams in Beijing, Hong Kong and Singapore with a combined knowledge in urban planning, transport planning and intelligent mobility, together with strong geographical understanding of transport issues in the client’s city.
