AtkinsRéalis was appointed by Northumberland County Council (NCC) as Technical Advisor, providing Project Management, Cost Management, Employer’s Agent and Principal Designer services to unite Queen Elizabeth High School (QEHS) and Hexham Middle School (HMS) on the existing and challenging QEHS site of historic significance.
The new campus provides accommodation for 1,918 learners from the age of 9 to 18 – comprising a 600-place middle school, 918 place high school and a 400 place sixth form.
Proposals were developed to address the many challenges posed by the site such as the retention and enhancement of existing Grade II listed heritage assets, extensive protected and high-quality landscape, complex topography and edge of green belt development, whilst allowing the existing school to remain operational throughout the construction works.
AtkinsRéalis has worked with the Local Authority for over 10 years and was chosen to deliver this highly unique and innovative project. On this project the proposed procurement route included an innovative design competition via competitive dialogue. The procurement focused on added value to be provided rather than the lowest cost tendered, which resulted in over 2,000m2 of additional gross internal floor space, which is a significant added benefit to the client.
The scheme was part funded by the DfE but utilized an enhanced version of the DfE Output Specification providing an enhanced building for the pupils.
Being part of multiple frameworks with the Department for Education (DfE) including the TA21 Framework, has enabled AtkinsRéalis to shape standards throughout the sector, as well as helping DfE meet its challenge of producing net zero carbon buildings in operation, as mandated by the government.
Students and staff at Hexham Middle School and Queen Elizabeth High School now have access to large contemporary classrooms, open learning spaces, spacious, fit-for-purpose dining and modern sports halls.
The iconic, Grade-II listed Hydro building has been refurbished to feed the new school buildings and forms a cloistered courtyard at the heart of the site, using reclaimed materials from the walled garden.
The project team adopted a fabric first approach including reducing the energy requirements of the building by:
- Optimizing daylight
- Optimizing the amount of fresh air by a mixed mode hybrid ventilation system
- And incorporating enhanced levels of insulation and air tightness to create a thermally efficient building.
The scheme also includes the provision of air source heat pumps to provide local hot water and 450sqm of photovoltaic panels to generate electricity.

- 17,265sqm (13,465sqm new build and 3,800sqm refurbished) of accommodation in less than 19 months
- Additional 2,000m2 of Gross Internal Floor Area as a result of the procurement route.
