The 67-mile Beartooth Highway, designated by the US Department of Transportation as a National Scenic Byways All-American Road, is one of the most famous driving routes in the United States.

Starting at the northeast entrance of Yellowstone National Park in Montana, the high-altitude byway zigzags and switchbacks along the Montana-Wyoming border, passing numerous glacial lakes, valleys, forests and waterfalls, all while offering breathtaking views of the Absaroka and Beartooth mountain ranges.

Originally built in the 1930s, portions of the highway are unable to handle the needs of modern vehicular traffic, including slow-moving recreational vehicles and trailer-hauling pickups. Since 2002, we have assisted the Federal Highway Administration’s (FHWA) Central Federal Lands Highway Division (CFLHD) in improving a 19-mile stretch of the highway in Wyoming.

Over the past 17 years, the project has leveraged multiple funding sources, delivering the improvements through multiple construction packages. Highway design activities included preparing multiple 70% and 95%, and 100% plans; specification and estimating (PS&E) packages for improvements, including roadway realignment and widening, five bridges and retaining walls; drainage improvements; parking areas and pullouts; wetland mitigation and extensive revegetation. Issues along the highway that were addressed included wetlands, cultural resources, wildlife habitat, vegetation, and sensitive wildlife crossing corridors.

Major infrastructure projects include the Beartooth Ravine Bridge and the ravine wall. To minimize environmental impacts and provide improved safety for travelers going through the ravine, the ravine bridge was designed with two curves in opposing directions and spanning approximately 400 feet. The curves make the design of the bridge very complex when considering the curvature and super elevation required. The ravine wall will be approximately 1,500 ft long and over 30 feet tall, and will require shoring and bracing in the constrained corridor.

Project management activities include responsively communicating and supporting the CFLHD project manager with the interagency coordination with the Shoshone National Forest, Wyoming Department of Transportation and the U.S. National Park Service. Transportation planning activities include developing and updating a project delivery plan to assist the CFLHD with programming and management, including steering committee engagement for the entire corridor. Our civil design staff also developed a new layout for the Fox Creek Campground, which is situated in a large open area near the point where Fox Creek flows into the Breitenbush River, including upgraded water, sewer and electrical facilities.

The work will ensure the integrity of the Beartooth Highway for the foreseeable future, allowing tourists and locals to continue visiting Yellowstone National Park and fueling the local economy for years to come.
