The Square – Beeston Town Centre Regeneration

Regeneration projects that involve large numbers of stakeholders can be tricky to manage and can sometimes lead to higher costs and delays. If you add an extra layer of unforeseen difficulty such as the Covid-19 pandemic, the situation can become even more complex.

However, thanks to our proven project management skills and our long-term relationship with the Broxtowe Borough Council in Nottinghamshire, we were able to ensure the successful delivery of The Square – part of the regeneration of Beeston town center – with minimal delays.

The development has revitalized this Nottinghamshire town and contributes to wider regeneration. The Square is a new build mixed use scheme comprising an eight-screen cinema complex, retail units, 132 homes and high-quality public spaces. Centered on the flagship cinema complex, The Square accommodates national and local retailers, restaurants and bars. It aims to boost business in the town, reviving the area’s night-time economy. And because it is close to the town’s bus and tram interchange, people have easy access to the new facilities.

The leisure elements of the scheme were designed around the specific requirements of prospective tenants, whereas the residential element of the scheme needed to realize the best commercial value for the client, Broxtowe Borough Council. Residential developers were given maximum flexibility within the cohesive design vision for the whole scheme. Hard and soft landscaping to create vibrant public spaces ties the two parts of the site together.

AtkinsRéalis was appointed to provide project management, cost management, construction design and management (CDM) advisory and party wall surveyor services to the council. We tendered the publicly funded project in compliance with OJEU (the Official Journal of the European Union) and Public Contract Regulations. And by using restricted tendering we were able to secure a local contractor with specific cinema experience.

The management of the NEC4 contract has been extremely complicated to administer, due to the vast number of stakeholders involved. Excellent project management skills have been used to alleviate these risks, assisted by Sypro construction management software. Our approach has delivered a number of significant benefits including successful NEC4 contract compliance and effective project management services. It has also facilitated closer collaboration between all parties and the real-time visibility of key milestones and contractual elements for all parties. This included design changes, cashflow, risk registers, compensation events, programme review, interim payments and early warning visibility.

AtkinsRéalis’ long history of working with Broxtowe Borough Council brings familiarity with their preferred ways of working. We provided a single point of responsibility for the management and implementation of all processes throughout the project. This included reviewing previous options analyses and demand and market analyses. We also managed the production of a spatial options analysis and appraisal of potential development options.

We have also ensured knowledge transfer, providing the opportunity for council officers to participate and learn during the project delivery process. And we assisted the council in developing the lease agreement for the cinema operator.

The Covid-19 pandemic affected the construction schedule due to lockdown limitations on site works and the delivery of materials. However, exemplary team working confined this to a one-month delay. We negotiated a formal agreement with the contractor clarifying that delay charges and extension of time requests would not apply.
