Shaping a New Urban Quarter for Azerbaijan’s Capital
AtkinsRéalis was appointed by Azerbaijan Development Company to lead the design of a long term master plan for a 220 hectare site on the eastern edge of Baku. The vision was to create a coherent and sustainable urban district that delivers a high quality of life, attracts investment, and generates lasting economic opportunity for the region.

More than two decades ago, AtkinsRéalis began work on a transformation that would redefine one of the most historically significant and environmentally challenged districts in the world. A City Built on Oil and Transformed Beyond It
For over a century, Black City stood at the centre of the global oil industry. Located on the eastern edge of Baku, the district became a major hub for oil storage, refining, and transportation during the oil boom era. It was home to key industry milestones, including the world’s first oil pipeline and early tanker loading operations.
However, decades of industrial activity left a profound environmental legacy. The land became heavily contaminated, marked by industrial waste, polluted soil, storage lagoons, pipelines, and redundant refinery infrastructure. What had once symbolised industrial progress gradually became one of the most degraded urban zones in the region.
In 2006, a Presidential Decree initiated a major transformation programme aimed at reimagining the district. The vision was ambitious: to transform Black City into White City, a modern and connected urban district designed around people, community life, and environmental restoration.

A National Programme with Urban Ambition
Baku White City is one of the largest urban transformation programmes in the region. It aligns with Azerbaijan’s national strategy to improve ecological conditions and modernise urban environments. Azerbaijan Development Company commissioned AtkinsRéalis to deliver a master plan built on a clear long term vision. The objective was to create a carefully planned urban environment with a distinct identity that supports high quality living and working conditions, while positioning the district as a destination for regional investment and employment.
Given the scale of the development, early coordination across land use, infrastructure, mobility, and environmental systems was critical to ensure a fully integrated outcome.

An Integrated Master Plan Defined by Three Principles
Working in collaboration with Foster and Partners and F and A Architects, AtkinsRéalis led the master planning and building design. The concept was shaped around three core principles: architectural diversity, ecological compatibility, and integration with Baku’s existing urban fabric.
The master plan introduces ten distinct districts, each offering its own character across residential, commercial, and recreational uses. Transportation planning and environmental strategies were embedded from the outset, ensuring that road networks, pedestrian connectivity, and public spaces were planned together rather than added later.
This approach has resulted in a highly connected district that integrates seamlessly with the broader city while establishing its own identity along the Caspian waterfront.

Designing a new future for Baku
Baku White City is set to accommodate more than 50,000 residents and generate up to 240,000 workplaces. The development will also extend Baku’s Boulevard by ten kilometres along the Caspian shoreline. The project demonstrates how integrated urban planning can successfully combine land use, mobility, environmental strategy, and architectural quality to deliver responsible and long term urban growth. The master plan has received international recognition, reflecting the ambition and quality that AtkinsRéalis has brought to the project from its earliest stages.
