Solihull Metropolitan Borough Council (SMBC) developed its Go Electric strategy with the central aim of ensuring that it helps support the replacement of petrol or diesel-powered vehicles by addressing current barriers to Electric Vehicle adoption.
The strategy supports the future transition to electric vehicles and will deliver reductions in carbon emissions and improvements in air quality.
SMBC asked AtkinsRéalis, working in partnership with Field Dynamics, to conduct a study to help them determine a deployment strategy and assess the implications on the current action plan concerning EV charging points across the SMBC region. The objective was to help them determine the optimal number, type, location and prioritisation of charge points across the region whilst also taking into consideration the impacts of local business strategies and Council and Community housing fleets.

Understanding the impacts
Since the original publication of the strategy, the Covid-19 pandemic has severely affected travel behaviours, and SMBC wanted to ensure that the action plan was still ‘fit for purpose’ in respect of local, regional and national changes.
SMBC also wanted to understand how they should deploy Electric Vehicle Supply Equipment (EVSE) across the region. Developing such an understanding would enable them to ensure that they can plan their deployment and fully understand the number, type, location and delivery model that they can utilise to provide an appropriate network most efficiently.

Reviewing the options
Experts from AtkinsRéalis helped support SMBC by undertaking a comprehensive review of the Council’s ‘Going Electric’ action plan. The review compared the SMBC plan with other local, regional and national strategies, action plans and policies. Our team also engaged with local businesses through the SMBC EV working group through a series of workshops to understand their plans.
Working in partnership with Field Dynamics, the team conducted a review using the Field Dynamics JumpStart toolkit, an evidence based, spatial-data foundation for forecasting, planning and deploying EV infrastructure. Our team then assessed the initial findings using a 10 step approach. The approach provides a methodology that guides clients through the development process resulting in an EVSE strategy and implementation plan, building on our experience of EVS E deployments across the UK and beyond.
We provided SMBC with a detailed review of the scale of the challenge relating to EV adoption within SMBC. The resultant report provides a thorough analysis of estimated needs, broken down into zones based on the potential availability of off-street parking across the region.
The team provided the resultant data to SMBC in multiple formats: GIS to integrate with their other mapping solutions; and Tableau to visualise the findings in a dashboard for quick interpretation and to enable sharing with wider stakeholders. The work also gave SMBC access to the Field Dynamics’ CatchmentModeller tool. This tool supports the identification of EVSE location, type and number of homes covered in a set radius (walking distance to the EVSE) which the Council can use to develop various deployment scenarios.

AtkinsRéalis review has helped us to refine our EV action plan and develop a delivery focused programme of work that will build upon Field Dynamics’ demand modelling to ensure SMBC stays one step ahead of charging demand growth in the coming years.
The systematic, collaborative, workshop based approach ensured that internal and external stakeholders were part of the journey in a way that fosters co-ownership of the strategy and genuinely factors in local considerations.

Planning for the future
The project has helped SMBC deliver a thoroughly researched, cost-effective analysis for the planning of EVSE by using innovative algorithms and data analysis produced collaboratively through our partnership with Field Dynamics.
The resultant report provides SMBC with a clear, evidence-driven and tailored breakdown of how they can deploy EVSE across the region by highlighting high priority areas, including identifying opportunities to partner with the private sector.
It has also helped reduce the need for further work as the resultant data has been made available in multiple forms. The data will simplify the integration of the information within SMBC software. It will also enable sharing the results with other stakeholders and non-technical colleagues, as the data is suitable to support integration with their On-street Residential Chargepoint Scheme (ORCS) application with minimal interrogation or further work.
