Leading London teaching hospital and member of an Academic Health Science Centre of world-renown, King’s College Hospital has been extending its global reach into the Middle East in recent years. Following the construction in 2016 of a flagship hospital in Dubai, UAE, as part of a joint venture with Ashmore Group, a second hospital is now under construction in Jeddah in the Kingdom of Saudi Arabia (KSA). Phase One of the Jeddah hospital project will have a capacity of 150 beds, covering an area of 32,000m2 for the main building and 19,000m2 for the car park. The work is part of a more holistic nationwide transformation in KSA, Vision 2030, which includes a broad program of health sector transformation, in order to build the infrastructure required to sustain growth across the kingdom.
Based on the successful partnership that delivered the Dubai hospital project, AtkinsRéalis were appointed as project and cost management consultants for the King’s College Hospital project in Jeddah. Following delivery of Phase One, construction of Phase Two will cover an area of 18,000m2, comprising an additional 100-bed unit, including a nuclear medicine department with two Linear Accelerators. Despite the existing partnership between client and consultant, the team approaches every project afresh from the ground up, continuing to strive for efficiencies and new ways of working to stay competitive on service quality and costs – and this time against the unforeseen backdrop of a global pandemic.

Addressing the local impact of global challenges
Projects of this scale and complexity present a challenging remit from a project management perspective, due in part to the need to coordinate the multiple subcontractors, the interface between Civil and MEP activities and liaison with key stakeholders and authorities.
In a role where timing is paramount, the global pandemic has had significant knock-on effects. Following COVID, many companies, including in the Middle East, have restructured, resulting in a lack of available trained personnel. Issues also arose in procurement due to global supply chain disruption: components that would normally have a lead time of three or four months could take twice as long to land. Whilst these challenges were in many cases unavoidable and universal across the global infrastructure sector, they also highlighted the need for digital tools and analytics that could bring optimal clarity of project status for the client, to aid timely decision making and mitigation.
In the face of these of logistic challenges, both local and global, the team required a solution to boost program management efficiency and create the clarity of monitoring and reporting that could provide the client with as close to a ‘single source of truth’ as possible.
They employed a powerful integrated digital solution comprising three data-led tools. The first, a pilot project analytics platform comprising schedule, risk, multi path analysis, advance analytics and forecast analysis. In addition, Microsoft Azure and Power BI data visualization software, Baseline Schedule Comparison and HoloBuilder. Power BI was utilized to create visualizations from multiple data sources to report on commercial and program execution aspects and provide accessible updates for the client, and HoloBuilder to incorporate 360° images from any point or angle within the building, enabling comparison between current and previous weeks, to reflect the actual progress.
The solution implemented optimizes data transparency to provide detailed commercial, progress and KPI graphic dashboards for clear presentation and enhanced, timely decision making, including details such as best and worst-case scenarios and Six Sigma distribution. Via the dashboards, the client has data analytics on hard and soft costs, provisional sum and changes status, scheduling, SPI and earned value percentages at their fingertips 24/7. It has also enabled accurate comparison of baseline updates submitted from the main contractor, quality checks and indisputable progress capture and comparison through the lifecycle of the project, including any variations that may occur.
The data analytics provide a level of clarity that minimizes time lost to discussion, review and management. Utilizing this level of data analysis not only enables a more efficient program management process and enhanced visibility but has also allowed us to focus even further on enhancing the client experience and building trust and confidence throughout the build.
Phase One of King’s College Hospital, Jeddah, is scheduled to open its doors in September 2023.
