Nashville, Tenn.: April 5, 2024 – AtkinsRéalis, a fully integrated professional services and project management company with offices around the world, has promoted Vice President Robert Horr as the new National Tolls Director and Tolls Sector Manager of the Company’s US Department of Transportation (DOT) Business Unit. He replaces Fran O’Conner who recently became the Commissioner of the New Jersey Department of Transportation (NJDOT).
Based in Nashville, Mr. Horr leads AtkinsRéalis’ diverse tolls sector services that includes agency planning and program management, infrastructure engineering and project management, business information technology, intelligent mobility and financial support, priced managed lane networks and toll systems operations and maintenance.

Prior to joining AtkinsRéalis as the Toll Sector Business Development Project Director, Mr. Horr was the Executive Director for the Thousand Islands Bridge Authority in New York. He is a Past President (2013) of the International Bridge, Tunnel and Turnpike Association (IBTTA) and an Honorary Member, recognizing individuals who have made especially meritorious contribution to IBTTA and the tolling industry.

Thomas Delaney, Vice President, National Senior Business Development Director engaging with toll agencies, authorities, State DOT and private toll concessionaires to support their tolling infrastructure and systems. 22 of Mr. Delaney’s 31 years in tolling and transportation have been with AtkinsRéalis. Previously he was the East, South and Florida Tolls Senior Division Manager and is based in Orlando, Florida.
Chris Bausher, P.E., who has spent 29 years in the industry, has been named the Division Manager of the Florida Tolls region ensuring AtkinsRéalis continues providing expert services to its Florida tolling agency clients.
Raymond Cunningham now leads the Tolls Northeast region, from Maryland to Maine, as the Division Manager. He has more than 27 years of nationwide toll and intelligent transportation system development, implementation, and maintenance experience and has recently provided focused all-electronic tolling conversion support for our toll agency clients in the Northeast.
Wayne Reed, PMP, lends his 18 years of industry know-how to the east/south region. The new Division Manager oversees toll support for various clients throughout Alabama, Georgia, Illinois, Indiana, Kentucky, Michigan, Mississippi, North Carolina, Ohio, South Carolina, Tennessee, Virginia, West Virginia and Wisconsin.
