Defence Equipment & Support (DE&S) is part of the UK’s Ministry of Defence. It supplies essential equipment and services to the Royal Navy, the British Army, and the Royal Air Force. Since 2018, we’ve been working with DE&S to ensure it has the engineering capability it needs to specify, acquire, and deliver that support. Together with our colleagues at QinetiQ and BMT, we formed the Aurora Engineering Partnership (AEP) to transform the way engineering services are delivered and realise value for money for taxpayers. Our services are provided through an Engineering Delivery Partner (EDP) contract.

We work across a range of projects including cyber security; airworthiness, and air safety; environmental and safety; systems engineering; requirements modelling; business case development and training. We are integrated with the DE&S engineering function and have aligned and collaborative behaviours.

How we make the difference

The AEP provides DE&S and the wider MOD community with a single and established route to market instead of procuring through hundreds of smaller frameworks and contracts, which improves efficiency, provides economies of scale, and helps the organisation retain knowledge.

We have a ten-year commercial arrangement with the MOD, and this enables us to put in place long-term programmes of work that deliver value for money. This approach also provides flexibility so we can meet our clients’ current and emerging requirements.

A snapshot of our work

We demonstrated our agility by developing an online training solution in response to the COVID-19 pandemic. It enabled safety engineers to obtain or maintain their qualifications, even in the most difficult of circumstances, which was vital to providing resilience to the MOD’s ongoing operations.

We provided urgent support to the MOD to reshape the way training is delivered so it has the right programme in place to meet the demands of a modern Army. We supported the development of the user requirements and architecture underpinning procurement, the progression to outline business case and provided stakeholder management and human factors integration expertise. The training programme that was delivered through this initiative will help to prepare soldiers for the rapidly changing operational environment.

We are providing support to MOD to help transform the way military aviation equipment is managed within DE&S through their flagship ASPIRE programme. We advised the DAT during the development and adoption of processes, tools and templates of the Air Engineer’s Toolkit (AET), including its digitisation in an AET App. We’re helping the MOD to plan, prepare and deliver the programme to over 6,000 users across 50 air platforms and 22 delivery teams to ensure that the objectives of the programme are met whilst minimising disruption to delivery of capability to Front Line customers.

This partnership enables us to work with the MOD to apply engineering excellence to its immediate challenges, and work together to address longer-term issues such as resources, capability, and the move towards sustainability.

Plan, prepare and deliver

The AEP has created a robust, sustainable, and growing Provider Network of almost 200 suppliers.

Since these suppliers are already vetted and pre-selected before joining the network, the MOD can move from good idea to implementation as quickly as possible. In addition, a recent Futures Lab also connects the MOD with talent, knowledge and expertise from industry and academia, allowing us to leverage impartial insight, innovation, and technology to maximize MOD capabilities.
